Draft. We are still working on this page. The screens are from a build not yet on the live Desk.
A policy team follows bills on artificial intelligence across many states. Each bill goes through versions, and each version has to be read for what moved. Today that is analyst hours, or a summary written by a tool the team could be liable for. Here the reading is placed by measurement, every line cites its source, and two questions about the bill are answered with receipts.
The bill as the Texas Legislature publishes it: Introduced, House Committee Report, Engrossed, Senate Committee Report and Enrolled, with its actions and votes. The source files are frozen by their SHA-256 when fetched.
The bill is one store. A paragraph that several versions share is kept once and carries the versions that hold it; a version is the list of its paragraphs in order. The store holds 202 records and is named by its fingerprint, 9eabd20d…. Every reading below names it.
Pick two versions and Habitat Desk sets them side by side. Where both hold the same paragraph, it sits beside itself. Where they do not, each paragraph sits beside the one nearest it by the reading, with the distance, and any tie is shown. No word-by-word comparison decides what sits beside what.
The tie points at Enrolled s07-p02. Read beside each other, the two versions of that sentence differ in one place: who the department consults.
Introduced: The department, in consultation with the cybersecurity council established under Section 2054.512 and interested persons, shall annually:
Enrolled: The department, in consultation with a board or council administratively attached to the department and authorized to advise the department on artificial intelligence systems and with other interested persons, shall annually:
Whether this change is one of substance or only of wording is a separate question. Desk does not answer it yet, and this story does not claim it.
Select words, choose Remark, and write in the middle of the page with the passage still in view. What the team has already said on that paragraph sits above the box. The remark goes into the bill's one Room, tinted in the writer's colour on every version that holds the paragraph. A remark never enters anyone's reading, and nothing in the Room is erased.
Keep a passage and its reading goes with it: the pair of versions, the paragraph, what sat beside it, the distance, any tie, and the store. Save writes that record to your own computer. Open it months later and press Check: Desk repeats each kept reading against the store and says whether it reads the same, and from the same store.
The same session also carried a second AI bill, H.B. 149. Two questions follow, each with a declared set written to the record before the verdict is computed, and each with a control that has to fail.
Keep-out. Did H.B. 149 ever enter H.B. 3512's field? GREEN: it never did.
Take-out. Read the two bills together as one level, then take H.B. 149 out. Is the field exactly as if it had never been in? GREEN: byte for byte. The armed control, removing all but one record, does not reproduce the field, as it must not. H.B. 149's mark on the level, max|Δg|, is 12.8; no threshold is declared for texts, so the number is shown and not judged.
One number ties the two halves of this story together. The field that never had H.B. 149 has the digest 9eabd20d…: the same fingerprint every reading of this bill names.
Most readers can stop above. These are for anyone who wants to see it hold.
